St. Petersburg State Autonomous institution Center of labor resources participates in the implementation of activities included in the state program of St. Petersburg “Promotion of employment in St. Petersburg”, approved by the decree Of the government of St. Petersburg from 17.06.2014 No. 490, including the subprogram “Labor migration”, aimed at solving the issues of providing the economy of St. Petersburg with qualified specialists.
The subprogram is implemented in order to implement the provisions of the Concept of the state migration policy of the Russian Federation for the period up to 2025.
To achieve the subprogram objectives, signed a cooperation agreement on labor migration with the Informational consulting center of the State migration service under the Government of the Kyrgyz Republic (15.09.2015), with State institution “Centers, counseling and training of migrant workers prior to departure” in Dushanbe the Ministry of labor, migration and employment of population of the Republic of Tajikistan (on 24.06.2015 in a new edition from 18.10.2018).
On the territory of the countries of origin of labor migrants in the Kyrgyz Republic and Tajikistan from 2015, annually for a period of 2 to 4 months centers, whose main task is to attract migrant workers demanded by the economy of Saint-Petersburg the field, shaping the current information base on employers of St. Petersburg, planning for foreign nationals wishing to work in St. Petersburg, about the availability of jobs at the enterprises of St. Petersburg, selection of candidates for employment, consulting support of migrants on issues of labor, migration, criminal, administrative legislation of the Russian Federation, including informing about the norms establishing responsibility for participation and assistance in terrorist activities, inciting social, racial, national and religious hatred, creation and participation in the activities of public associations whose goals or actions are aimed at forcibly changing the foundations of the constitutional system of Russia.
In 2019, in the Republic of Tajikistan and the Kyrgyz Republic, from 15.04.2019 to 14.09.2019, 4 centers were opened for the implementation of organized recruitment of foreign workers to enterprises in St. Petersburg. In the Republic of Tajikistan, the centers worked in the cities of Dushanbe, Khujand, Bokhtar; in the Kyrgyz Republic-in Bishkek.
10,856 foreign citizens applied to the centers, 2,836 questionnaires of candidates for employment were sent to St. Petersburg employers, 190 video interviews of applicants with employers were conducted, 848 citizens of the Kyrgyz Republic and 160 citizens of the Republic of Tajikistan were employed at St. Petersburg enterprises. Among the visitors of the centers, 29,390 thousand information and reference materials were distributed, including those containing information about liability for violation of the requirements of the legislation of the Russian Federation.
In 2019, foreign citizens are employed in 27 professions and specialties. The main areas of activity employed in the framework of an organized set of foreign citizens from these republics are: construction, hotel and restaurant business, catering, wholesale and retail trade, transportation and storage.
Foreign citizens arriving in St. Petersburg in Pulkovo airport receive detailed explanations from the Center of labor resources and memos “Work in St. Petersburg”, developed by the, at the consultation point located in the immigration control zone for foreign employees, aimed at legal education, information about the labor market in St. Petersburg, employment opportunities, and responsibility for violating the requirements of the legislation of the Russian Federation. In 2019, 1,940 foreign citizens were consulted and 21,370 information and reference materials were distributed.
All these activities and constant awareness raising among foreign citizens and employers of St. Petersburg contribute to the security and antiterrorist protection of the population and infrastructure of St. Petersburg.
